He believes residents in urban areas should pay less for waste collection
Funding methods for waste collection and social housing rents are two problems that need to be addressed in Onchan, according to a candidate in the upcoming commissioner's by-election.
Oliver Lockwood is standing for the one vacant seat and believes his skills as an actuary could support the budgeting process to ensure promises are delivers.
The other candidates standing in the by-election are Nigel Dobson and Scott Wilson and residents can vote at The Hub on School Road from 8am until 8pm, on Thursday 14 November.
Mr Lockwood says there needs to be more contact with the Department of Infrastructure about issues in the village.
