Continuing with the current model of funding for residential care isn't tenable according to the man in charge of changing it.
A consultation on how nursing, residential and home care should be paid for in the future has become one of the Isle of Man Government's most responded to of all time.
More than 1,200 people responded to the survey which asked people to choose between two options.
One would see the state pay for all care - the other would be means tested with caps in place for how much would be spent by an individual.
