Criticisms that wider options weren't considered
The government's new, multi-million pound harbours strategy is being defended.
The strategy goes before Tynwald next week.

Earlier this week, East Douglas MHK Chris Robertshaw suggested the strategy had been advanced without full consultation with politicians and without assessing wider options.
Mr Baker doesn't think that is fair.
